well until you sell it yeah. Most people sell it soon as they pop the unique passive.

Speaking of which, how much does it sell for? Also, does it give you 3 health any time you hit anything? or just enemy champs?

You better be damn good at last hitting if you get this item. Even if you are good at last hitting, its more suited for champions that are very weak early game and/or play passively. Who you are laning with and against factors in heavily as well. In short, this item is really feast or famine.
