People are still using this as a general start item even with all the nerfs, and all the lanes so far, that I saw who used the shield only for the stats lost.

A very unappreciated item IMO. Early game is gives great survivabilty a 25% HP boost, good early armor, and decent HP regen. Can be the difference in an initial gank. It doesn't turn into anything. Then don't get it. If the other team gets FB, how much gold do they get? Oh thats right. If you get FB then it practically pays for itself...Free item anyone??? I am not saying that it is the difference, I am saying it can be.
