First of, what are your starting items when you lane against Heimerdinger?
Second, if you aren't very confidend in your ability to lane against him it might be worth taking Teleport instead of Ignite just because of the amount of pressure this gives to you around the map.
If you get pocked out, Teleport back to lane without giving him a kill or losing much lane pressure.
If he roams and you have saved Teleport, you can instantly go to the same lane as him or to the opposite lane to make a play there.
The reason Heimerdinger roams a lot is because he can just instantly shove every wave.
Another option for you might be to take Minion Dematerializer to instantly clear the canon minions. That will take a lot of his pushing power away.
I like to go Mercury's Treads when I play against Heimerdinger because it helps against his stuns + his damage.
One last thing I you could do when he puts up a turret: wait until the biggest part of the damage from the turret is gone and then auto, q, auto it to instantly clear it.
The most important part is to not play scared of him. You are Akali and need to snowball early game.

Thanks for such a lengthy reply, and with links to more help... wow :D I should probably mention that I've got mastery level 4 on but I still suck with her (I think I've tilted my self to the point of no return with Akali...)
Don't worry, I am at mastery level 7 on Akali and I still feed really hard some games. You can't snowball every game.

But as I said, don't get too scared of Heimerdinger. He is annoying, but nothing a good Akali can't overcome! :D
Akali is due for a rework soon, right after Aatrox who is after Irelia so maybe don't get too much into playing her now. Chances are she will be very different soon. Sorry, I know this doesn't help you, I just wanted to put it out there.
Aatrox has been confirmed for a rework for a long time now, after Irelia fully releases on all servers, it's his turn. It'll only be a gameplay update, nothing like the full visual and gameplay updates that Irelia went through and Akali probably will. Also, I don't like your tone very much, if you don't believe me, you can just google "lol champion reworks" and see for yourself.

In any case, if you search google, it should redirect you to Riot's site where you can see all the currently planned reworks. Irelia is still there for some reason, my guess is she hasn't been released in every server, then you will see Aatrox and right after that, Akali. Sadly, I am an old Aatrox main and I know he's playable again, but I won't bother play him again since it's very likely he won't be the same after the rework. Also, to answer your question why he's getting reworked gameplay-wise. I recall Riot stating that they want to rework him because he's not exactly realizing their vision for him and I remember the statement saying something like "they will rework him from the ground up" which if it is to be taken seriously, leads me to believe he won't the same as he is now.
one word answer = "Roam". Heimer puts his little turrets and farms sitting in one place. If you can't farm then roam to enemy jungle, ward at krugs early on etc... Heimer can't follow up quickly. That's where you get kills and leads.
One option you have is take Barrier against heimer. Once you reach your item spike and know you can kill him or at least burst him down considerably, you can go in. The good thing about akali is you can stealth from the mini turrets (i'm not sure of that?) and jump to heimer in and out force him back.
Akali can indeed stealth for his turrets with her Twilight Shroud because it grants true invisibility. If you do want to go in on Heimerdinger then there are a few things you want to keep in mind:
Always save an ult stack! Don't use everything on the all-in.
Make sure there are some minions away from him you can jump back to with your Shadow Dance.
Wait with your engage until after he throws out his CH-2 Electron Storm Grenade so he has no stun. Then you should be good to go.
What I've tried doing is baiting out his stun and dogging it with Akali's W (stealth jump out of it) and then engage him, but than his turrets scare me off again ;__;

You can also dodge his stun by standing at the right side (or left side) of the lane, wait until he uses it, and then use Shadow Dance on a minion to the other side of the lane to dodge it.
Then you have 2 stacks left, you can use 1 to go in on Heimerdinger and use your combo on him. Now because you still have your Twilight Shroud available you can stealth from his turrets.
If you see that you can't kill him you can still use your last remaining dash to get out.
If you can kill him and he flashes away, you can use your remaining dash to get on him and finish the job.
For Ban Phase of champ select, if you are going to play Akali, ban Annie. She is your #1 counter and will destroy you in any given circumstance. Her early game isnt the strongest, so you need to play passive until you hit lvl 6. Once you hit 6, you can roam to bot lane, and maybe pick up a kill or 2, trying to get yourself ahead of your enemy. Once you get gunblade (rush Hextech Gunblade), you will hit your first and most important power spike. Try to capitalize off of it as much as possible, getting yourself ahead for late game, due to the fact that akali gets her kills stolen a lot when you hit the ~30 minute mark.
I think he mainly has trouble laning vs Heimerdinger, which is no surprise as many people do vs. the ****er. But IMO it's not really that hard of a matchup if you just play enough games with Akali and you learn all her combo's. :)
Lol as I said in my last reply, I have a decent amount of experience with Akali, my problem is that Heimer starts to build a bunch of turrets in lane, then when I try to get cs, his damn turrets do like... 25% of my hp. Then I get to afraid to engage him.
